An additional two individuals have been arrested related to a theft at London's Heathrow Airport where 21 people sustained injuries by what is thought to be an irritant spray, according to law enforcement.

A man, 24, was arrested in Lambeth for suspected theft and assault and a 23-year-old woman was detained for suspected conspiring to commit a robbery. They both remain in custody, authorities confirmed.

The arrests come after a probe into an assault at the multi-storey car park at Heathrow's Terminal 3 on Sunday. Prior to the attack, a pair of female travelers were robbed of their luggage upon exiting a parking garage elevator.

A toddler aged three was one of the injured in the event. Five people were taken to the hospital for medical care and have since been released.

Officers detained a 31-year-old man for suspected theft and assault near the scene. He has since been released pending further inquiries as the investigation proceeds.

Authorities were alerted at approximately 8:10 in the morning GMT following reports of several individuals injured by an irritating chemical thought to be an irritant spray.

The attack - which police said was a standalone incident and not considered terrorism - resulted in delays to rail services and the partial closure of the Central Terminal Area tunnel and the T3 car park for a short time.
